Introduction
Welcome to the PROCTAD System ("System" or "Service"), the official centralized management platform for the Professionalized Corps of Test Administrators of the Civil Service Commission Regional Office VIII.
Important Notice:
These Terms of Service ("Terms," "ToS," or "Agreement") constitute a legally binding agreement between you ("PROCTAD Member," "Member," "you," or "your") and the Civil Service Commission Regional Office VIII ("CSC RO VIII," "we," "us," "our," or "Agency") governing your membership in PROCTAD and your access to and use of the PROCTAD System.
About PROCTAD
The Professionalized Corps of Test Administrators (PROCTAD) is a specialized group of accredited government employees authorized to administer Civil Service Examinations (CSE) under CSC RO VIII. The PROCTAD System is designed to:
- Manage member accreditation and eligibility verification
- Track comprehensive service history and examination assignments
- Maintain training records and certification documentation
- Issue and manage PROCTAD ID cards with QR code verification
- Generate certificates of appearance, appreciation, and completion
- Facilitate examination administration and attendance tracking
- Support Field Office operations and regional coordination
- Integrate with IMIS and C-ERIS for comprehensive examination management
Target Deployment: The August 2026 CSE-PPT (Civil Service Examination - Pen and Paper Test) shall serve as the initial full deployment target of this system, subject to final readiness assessment and approval by CSC RO VIII.
Acceptance of Terms
By Applying for PROCTAD Membership and Using This System, You Agree To:
- Be bound by these Terms of Service
- Comply with our Privacy Policy
- Follow all civil service laws, rules, and regulations
- Adhere to examination administration protocols and security procedures
- Maintain the highest standards of integrity and professionalism
- Fulfill your duties and responsibilities as a PROCTAD member
- Submit required accreditation documents and maintain eligibility
If you do not agree to these Terms, you must not apply for PROCTAD membership, access the System, or participate in examination administration.
Your application for PROCTAD membership, submission of accreditation documents, access to the System, or participation in any examination administration activity constitutes your acknowledgment that you have read, understood, and agree to be bound by these Terms.
Definitions
For purposes of these Terms, the following definitions apply:
Agency / CSC RO VIII
The Civil Service Commission Regional Office VIII, the government agency responsible for civil service administration in Region VIII and operator of the PROCTAD System.
PROCTAD
Professionalized Corps of Test Administrators - a specialized group of accredited government employees authorized to administer Civil Service Examinations under CSC RO VIII.
PROCTAD Member
An accredited permanent government employee who has met all eligibility requirements and is authorized to serve as a test administrator for Civil Service Examinations.
PROCTAD ID
A unique, permanent, and non-reusable identifier assigned to each PROCTAD member, serving as the primary identifier across all system modules.
System / Service
The PROCTAD System platform, including the website, database, applications, features, content, and all related services and integrations (IMIS, C-ERIS).
Field Office
CSC Regional Office VIII Field Offices and test centers within RO VIII jurisdiction where PROCTAD members are assigned for examination administration.
CSE
Civil Service Examination - the standardized test administered by the Civil Service Commission for qualification to government positions.
Account
A unique user account created for PROCTAD members to access the System, containing personal information, service history, and accreditation status.
Accreditation Status
The current status of a PROCTAD member: Active, Inactive, or Disqualified.
QR Code
A unique quick response code embedded in PROCTAD IDs and certificates for identity verification, attendance tracking, and certificate authentication.
Master Registry
The central register of all PROCTAD members within RO VIII jurisdiction, containing comprehensive member information and service history.
TEA
Training on Examination Administration - mandatory training required for PROCTAD accreditation.
Eligibility Requirements
Who Can Become a PROCTAD Member
To apply for and maintain PROCTAD membership, you must meet ALL of the following requirements at all times:
Permanent Government Employment
You must be a permanent employee of a government agency in the Philippines. Contractual, casual, or temporary employees are not eligible.
Age Requirement
You must be at least 18 years of age.
Written Expression of Intent
You must submit a written expression of intent to serve in the Civil Service Examination as a test administrator.
Updated Personal Data Sheet (PDS)
You must provide an updated Personal Data Sheet (PDS) certified by your Agency HRMO or authorized official.
Certificate of Good Moral Character
You must obtain and submit a Certificate of Good Moral Character from appropriate authorities.
Agency Recommendation
You must have a written recommendation from your Head of Office or authorized representative.
No Administrative or Criminal Cases
You must provide certification that you have no final administrative or criminal case pending or decided against you.
PROCTAD Training Completion
You must successfully complete the Training on Examination Administration (TEA) and other required PROCTAD training programs.
Compliance with Laws and Regulations
You must comply with all applicable laws, civil service rules, examination security protocols, and CSC regulations.
Accuracy of Information
You must provide accurate, current, and complete information during the accreditation process and maintain the accuracy of such information throughout your membership.
Continuous Eligibility Requirement
PROCTAD membership is contingent upon maintaining all eligibility requirements. Loss of permanent government employment, final conviction of a crime, or any disqualifying event will result in automatic termination of PROCTAD membership and system access.
Verification of Eligibility
We reserve the right to verify your eligibility at any time by:
- Requesting additional documentation
- Coordinating with your employing agency
- Conducting background checks
- Reviewing civil service records
- Verifying training completion
Accreditation Process
Application Process
To apply for PROCTAD accreditation, you must:
- Submit a complete application through the PROCTAD System or designated Field Office
- Upload all required documentary evidence (see Eligibility Requirements)
- Successfully complete the Training on Examination Administration (TEA)
- Attend required briefings and orientations
- Pass any required assessments or evaluations
- Receive approval from appropriate CSC RO VIII officials
Accreditation Statuses
Active
Member meets all requirements and is authorized to serve in examination administration. Has full system access.
Inactive
Member not currently active due to extended absence, personal reasons, or pending reactivation. Limited system access.
Disqualified
Member has been disqualified due to violations, loss of eligibility, or disciplinary action. System access revoked.
PROCTAD ID Issuance
Upon successful accreditation, you will receive:
- Unique PROCTAD ID: A permanent, non-reusable identifier that serves as your primary system identifier
- PROCTAD ID Card: A digital ID card with embedded QR code for identity verification
- System Access: Login credentials to access the PROCTAD System
- Field Office Assignment: Assignment to your designated Field Office or test center
Note: Your PROCTAD ID is permanent and will remain in the Master Registry even if your membership becomes inactive or is terminated. This ensures historical integrity and prevents ID reuse.
Reactivation
If your membership becomes inactive, you may apply for reactivation by:
- Demonstrating continued eligibility
- Updating all required documentation
- Completing any additional training requirements
- Obtaining approval from CSC RO VIII
User Accounts and System Access
Account Creation
Upon accreditation approval, an account will be created for you containing:
- Personal information and contact details
- Employment information and agency affiliation
- Your unique PROCTAD ID
- Field Office assignment
- Accreditation status and documents
- Service history and examination assignments
- Training records and certifications
- QR code for verification
- System role and access level
System Roles and Access Levels
The PROCTAD System implements role-based access control with the following levels:
User (PROCTAD Member):
View personal profile, service history, training records, certificates, and QR code. Download certificates and designation orders.
Admin (Field Office Personnel):
Manage PROCTAD members within assigned Field Office, scan QR codes, initiate certificate issuance, and send system-generated emails. May also have User access if they are a PROCTAD member.
Super Admin (ESD):
Region-wide access to manage all PROCTAD records, generate reports, update signatories, and oversee system operations. May also have User access if they are a PROCTAD member.
Field Director / Caretaker:
Approve or disapprove Certificates of Appearance and Designation Orders for their assigned Field Office. Review service details before approval. May also have User access if they are a PROCTAD member.
Management (Director IV / Director III):
Region-wide oversight, review all records, approve or disapprove Certificates of Appreciation, and receive system-generated approval prompts. May also have User access if they are a PROCTAD member.
Account Security - Your Responsibilities
You Are Responsible For:
- Maintaining the confidentiality of your password and login credentials
- All activities that occur under your account
- Safeguarding your PROCTAD ID card and QR code
- Notifying us immediately of any unauthorized access, lost ID card, or security breach
- Logging out after each session, especially on shared computers
- Using a strong, unique password that is not shared with others
- Not allowing others to use your account or PROCTAD ID
- Reporting any discrepancies in your service history or records
Account Information Accuracy
You agree to:
- Provide accurate, truthful, and complete information at all times
- Promptly update your information when changes occur (employment, contact details, address)
- Notify CSC RO VIII of any changes in employment status
- Maintain current contact information for system notifications
- Not impersonate any person or create accounts using false information
- Not create multiple accounts for the same individual
Consequences of False Information
Providing false information, creating fraudulent accounts, or misrepresenting your identity or qualifications may result in immediate disqualification from PROCTAD, account termination, administrative sanctions, and potential criminal liability under applicable laws.
Acceptable Use Policy
Permitted Uses
You may use the PROCTAD System for the following purposes:
- Accessing your personal profile and PROCTAD information
- Viewing your service history and examination assignments
- Accessing and downloading your training records and certificates
- Viewing and downloading Certificates of Appearance, Appreciation, and Completion
- Accessing your PROCTAD ID and QR code
- Updating permitted personal information (contact details, profile photo)
- Receiving notifications about examination assignments and PROCTAD activities
- Communicating with CSC staff regarding PROCTAD-related matters
- Performing examination administration duties as authorized
System Role-Specific Uses
If you have additional system roles (Admin, Super Admin, Field Director, Management), you may also:
- Access and manage records within your authorized scope
- Scan QR codes for attendance and verification purposes
- Generate and approve certificates and designation orders as authorized
- Generate reports and statistics for your assigned area
- Update signatories for certificates and IDs (Admin and Super Admin only)
- Perform other administrative functions within your role permissions
General Conduct
You Agree To:
- Use the System in accordance with all applicable laws and regulations
- Respect the rights, privacy, and confidentiality of other members and examination takers
- Maintain the highest standards of professionalism and integrity
- Comply with all civil service rules, examination security protocols, and CSC regulations
- Use the System only for legitimate PROCTAD and examination administration purposes
- Report any bugs, security vulnerabilities, or system issues you discover
- Cooperate with system audits and security reviews
- Follow all examination administration procedures and protocols
Prohibited Activities
The following activities are strictly prohibited when using the PROCTAD System or serving as a PROCTAD member:
Security Violations
- Attempting to gain unauthorized access to the System, other accounts, or restricted data
- Circumventing security features, authentication measures, or access controls
- Sharing your account credentials or allowing others to use your account
- Accessing data or functions beyond your authorized role
- Probing, scanning, or testing system vulnerabilities without authorization
- Distributing viruses, malware, or other harmful code
- Conducting denial-of-service attacks or similar disruptions
Examination Security Violations
- Disclosing examination content, questions, or answers
- Assisting examinees in any unauthorized manner during examinations
- Allowing cheating, copying, or other dishonest practices
- Removing or reproducing examination materials without authorization
- Discussing examination content with unauthorized persons
- Using your PROCTAD position for personal gain or advantage
- Accepting bribes, gifts, or favors related to examination administration
Account and Identity Misuse
- Creating or using accounts with false, misleading, or stolen information
- Impersonating another person, PROCTAD member, or CSC official
- Allowing others to use your PROCTAD ID or QR code
- Creating multiple accounts for the same person
- Selling, transferring, or otherwise disposing of your PROCTAD membership or account
- Falsifying attendance records or service history
Confidentiality Breaches
- Disclosing confidential PROCTAD information without authorization
- Sharing personal data of other members or examination takers
- Disclosing examination schedules, logistics, or security arrangements prematurely
- Releasing information protected by the Data Privacy Act
- Taking screenshots or copies of restricted information
Technical Interference
- Reverse engineering, decompiling, or disassembling the System
- Using automated systems (bots, scrapers) without authorization
- Interfering with or disrupting the System, servers, or network
- Modifying, adapting, or hacking the System
- Accessing non-public areas of the System without authorization
- Bypassing QR code verification or authentication systems
Document and Certificate Violations
- Forging, altering, or falsifying certificates or documents
- Issuing unauthorized certificates or designation orders
- Misrepresenting service history or training completion
- Using certificates or credentials fraudulently
- Duplicating or reproducing official PROCTAD documents without authorization
Professional Misconduct
- Engaging in behavior that brings disrepute to PROCTAD or CSC
- Harassment, discrimination, or unprofessional conduct
- Appearing for examination administration duties under the influence of alcohol or prohibited substances
- Failing to perform assigned duties or abandoning examination posts
- Insubordination or refusal to follow lawful directives
- Conflicts of interest (e.g., proctoring examinations where relatives are examinees)
Illegal Activities
- Using the System or PROCTAD position for any illegal purpose
- Violating any applicable law or regulation
- Facilitating or promoting illegal activities
- Engaging in fraud, corruption, bribery, or other criminal conduct
- Violating the Anti-Graft and Corrupt Practices Act (RA 3019)
- Violating the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713)
Severe Consequences
Violations of these prohibitions may result in immediate disqualification from PROCTAD, account termination, referral to appropriate authorities for administrative or criminal investigation, civil or criminal liability, and permanent prohibition from future PROCTAD membership. Violations may also affect your civil service record and government employment status.
PROCTAD Member Duties and Responsibilities
Core Responsibilities
As a PROCTAD member, you have the following duties and responsibilities:
Examination Administration
Serve as a test administrator for Civil Service Examinations when assigned, performing duties as Examiner, Room Supervisor, or other designated roles.
Attendance and Punctuality
Report on time for all examination administration assignments. Scan your QR code for attendance verification as required.
Examination Security
Maintain the highest level of security and confidentiality regarding examination content, procedures, and materials at all times.
Professionalism
Conduct yourself with integrity, professionalism, and impartiality in all PROCTAD activities and examination administration duties.
Training Participation
Attend required Training on Examination Administration (TEA), briefings on conduct of examination, and other mandatory training programs.
Compliance
Comply with all examination administration protocols, security procedures, CSC directives, and civil service rules and regulations.
System Participation
Maintain an active PROCTAD System account, keep your information current, and promptly respond to system notifications and communications.
Reporting
Report any irregularities, security breaches, or violations you witness during examination administration immediately to appropriate authorities.
Continuous Eligibility
Maintain all eligibility requirements throughout your PROCTAD membership and notify CSC RO VIII of any changes that may affect your eligibility.
Cooperation
Cooperate fully with any investigations, audits, or inquiries related to PROCTAD operations or examination administration.
Performance Standards
Your performance as a PROCTAD member will be evaluated based on:
- Attendance and punctuality record
- Adherence to examination protocols and procedures
- Professionalism and conduct
- Examination security compliance
- Feedback from Field Office supervisors and examination coordinators
- Completion of required training programs
- Overall contribution to PROCTAD operations
Performance Records: All performance ratings and evaluations are recorded in your service history and may be considered for recognition, advancement opportunities, or disciplinary actions.

Core System Features
The PROCTAD System provides the following core features:
Member Management
Master Registry, accreditation tracking, eligibility verification, and status management.
Service History
Comprehensive tracking of examination assignments, roles performed, attendance, and performance ratings.
Training Management
TEA records, briefing attendance, training certificates, and completion tracking.
Certificate Management
Certificates of Appearance, Appreciation, and Completion with approval workflows.
ID Card Management
PROCTAD ID generation with embedded QR codes and dynamic signatory management.
QR Code System
Unique QR codes for attendance tracking, identity verification, and certificate authentication.
Reports and Analytics
Statistical dashboards, exportable reports by Field Office, year, examination type, and gender.
System Integration
Full integration with IMIS and C-ERIS for comprehensive examination management.
Service Availability
System Uptime: While we strive to provide continuous availability, the PROCTAD System may be subject to:
- Scheduled maintenance and system updates
- Emergency repairs or security patches
- Technical difficulties or system failures
- Integration maintenance with IMIS and C-ERIS
- Force majeure events beyond our control
- Network or infrastructure issues
We will make reasonable efforts to provide advance notice of scheduled maintenance and minimize service disruptions, particularly during examination periods.
Modifications to System
We reserve the right to:
- Modify, update, or enhance any feature of the System
- Add new features, modules, or functionality
- Change system requirements or technical specifications
- Update security measures and authentication protocols
- Modify approval workflows and authorization procedures
- Update the System to comply with laws, regulations, or improve operations
- Suspend or discontinue features that are no longer viable or necessary
We will provide reasonable notice of significant changes when feasible, but are not obligated to do so for minor updates, security-related modifications, or emergency changes.
Deployment Schedule: The August 2026 CSE-PPT is the target for initial full deployment. System features and availability may be phased in gradually leading up to this date.
Intellectual Property Rights
Ownership of System
The PROCTAD System and all of its original content, features, and functionality are owned by the Civil Service Commission and are protected by Philippine and international intellectual property laws.
Protected Elements Include:
- Software code, algorithms, database structures, and technical architecture
- Training materials, examination administration protocols, and educational resources
- Design, graphics, logos (including CSC and PROCTAD branding), and visual elements
- PROCTAD System name, branding, and trademarks
- QR code generation and verification systems
- Certificate templates and design elements
- Documentation, user guides, and training materials
- Compiled data, reports, and analytics
Limited License to Use
We grant you a limited, non-exclusive, non-transferable, revocable license to:
- Access and use the System for authorized PROCTAD purposes
- View and download your personal training records and certificates
- Print or save your PROCTAD ID and certificates for personal use
- Access training materials and resources for professional development
- Use system features within your authorized role and permissions
Restrictions
You may NOT:
- Copy, reproduce, or distribute System content without explicit authorization
- Modify, create derivative works, or reverse engineer the System
- Remove or alter any copyright, trademark, or proprietary notices
- Use CSC or PROCTAD logos, trademarks, or branding without permission
- Commercially exploit any part of the System
- Frame or mirror any part of the System on other websites or systems
- Share or distribute certificates issued to other members
- Forge, alter, or misuse official PROCTAD documents
- Represent that content created by you is official PROCTAD or CSC material
User Content
By submitting content to the System (profile information, photos, documents, accreditation materials), you:
- Retain ownership of your personal content
- Grant us a perpetual, non-exclusive license to use, store, and display your content as necessary to provide the System and maintain records
- Represent that you have the legal right to submit such content
- Agree that we may use your content for PROCTAD records, examination administration, reporting, and administrative purposes
- Acknowledge that certain content (service history, certificates) becomes part of permanent civil service records
Government Work Product
Certain materials created through the System (official reports, certificates issued, service records) constitute government work product and may be subject to government ownership and retention requirements.
Confidentiality and Data Privacy
Confidentiality Obligations
As a PROCTAD member with access to the System, you agree to:
- Maintain strict confidentiality of all examination content and materials
- Protect the privacy and personal data of other PROCTAD members and examination takers
- Not disclose confidential PROCTAD information, procedures, or security protocols
- Comply with the Data Privacy Act of 2012 (RA 10173) and all data protection regulations
- Use confidential information only for authorized PROCTAD and examination administration purposes
- Report any data breaches or unauthorized disclosures immediately
Data Privacy Compliance
Your Data Privacy Responsibilities:
- Process personal data only as authorized and necessary for PROCTAD functions
- Implement appropriate security measures to protect personal data you access
- Respect the data privacy rights of individuals whose information you access
- Not collect, use, or disclose personal data beyond what is necessary and authorized
- Attend required data privacy training and briefings
- Report any suspected data privacy violations or security incidents

Examination Security
Critical Security Requirement
Examination content is highly confidential. Any disclosure of examination questions, answers, or materials before, during, or after examinations is strictly prohibited and may constitute a criminal offense under examination security laws.
Termination of Membership and Access
Voluntary Termination
You may resign from PROCTAD at any time by:
- Submitting a written resignation to CSC RO VIII
- Ceasing all use of the System
- Returning any PROCTAD materials or credentials issued to you
Automatic Termination
Your PROCTAD membership and system access will be automatically terminated upon:
- Separation from government service (retirement, resignation, dismissal)
- Loss of permanent employment status
- Final conviction of any crime
- Final decision in any administrative case resulting in dismissal or disqualification
- Death
Termination by CSC RO VIII
We may suspend or terminate your PROCTAD membership and system access immediately, without prior notice or liability, for any of the following reasons:
Grounds for Disqualification:
- Breach of these Terms of Service or violation of PROCTAD policies
- Violation of examination security protocols or procedures
- Fraudulent, abusive, or illegal activity
- Providing false information or falsifying documents
- Loss of eligibility requirements
- Professional misconduct or behavior that brings disrepute to PROCTAD or CSC
- Failure to perform assigned duties or repeated absences
- Security threats or concerns
- Extended inactivity without justification
- Conflicts of interest that cannot be resolved
- Request from your employing agency with valid reasons
- Legal or regulatory requirements
- Any conduct deemed detrimental to PROCTAD operations or examination integrity
Effect of Termination
Upon termination of your PROCTAD membership:
- Your accreditation status will be changed to "Inactive" or "Disqualified"
- Your right to access and use the System ceases immediately
- You are no longer authorized to serve in examination administration
- Your PROCTAD ID card becomes invalid (though the PROCTAD ID remains in the Master Registry)
- You must cease representing yourself as an active PROCTAD member
- You remain bound by confidentiality obligations
- You remain liable for any violations committed during your membership
- Service history and records may be retained for civil service record-keeping
Data Retention After Termination
After membership termination, we retain your PROCTAD ID (permanent and non-reusable), service history, training records, and certificates for civil service record-keeping, historical documentation, and legal compliance. Personal contact information may be archived or deleted subject to retention requirements. See our Privacy Policy for complete data retention information.
Reinstatement
If your membership was terminated for reasons other than disqualification or permanent loss of eligibility, you may apply for reinstatement by demonstrating:
- Continued eligibility for PROCTAD membership
- Resolution of the issues that led to termination
- Completion of any required remedial actions or training
- Approval from CSC RO VIII
Disclaimers and Warranties
"AS IS" Service
THE PROCTAD SYSTEM IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED.
What We Don't Warrant
To the fullest extent permitted by law, we disclaim all warranties, including but not limited to:
Uninterrupted Service
We do not warrant that the System will be uninterrupted, timely, secure, or error-free, particularly during examination periods.
Error-Free Operation
We do not guarantee that defects will be corrected immediately or that the System is free from viruses or other harmful components.
Accuracy
We do not warrant the absolute accuracy or completeness of content, records, or data in the System, though we make reasonable efforts to maintain accuracy.
Specific Results
We do not warrant that use of the System will meet your specific requirements or expectations.
Third-Party Systems and Integrations
The PROCTAD System integrates with IMIS, C-ERIS, and may use third-party services. We are not responsible for:
- The availability, performance, or functionality of integrated systems
- Data accuracy or integrity in connected systems
- Content, policies, or practices of third-party providers
- Any damages or losses arising from third-party system failures
No Guarantee of Assignments
PROCTAD membership does not guarantee:
- Assignment to any specific examination
- Any minimum number of examination assignments
- Assignment to preferred Field Offices or locations
- Issuance of Certificates of Appreciation
- Any specific benefits beyond those explicitly stated in PROCTAD policies
User Responsibility
You acknowledge and agree that:
- Your use of the System is at your sole risk
- You are responsible for verifying the accuracy of information in your records
- You should maintain backup copies of important personal documents
- You are responsible for your own conduct during examination administration
- The System is a tool to support PROCTAD operations, not a substitute for human judgment and professionalism
Limitation of Liability
Maximum Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL THE CIVIL SERVICE COMMISSION, CSC RO VIII, ITS OFFICERS, EMPLOYEES, OR AGENTS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING OUT OF OR RELATED TO YOUR PROCTAD MEMBERSHIP OR USE OF THE SYSTEM.
Excluded Damages
We shall not be liable for damages including but not limited to:
- Loss of data, records, or information in the System
- Inability to access the System or perform PROCTAD duties
- Errors in service history, records, or certificates
- Service interruptions during examination periods
- Delays in certificate issuance or processing
- Unauthorized access to your account or data
- Actions of other PROCTAD members or system users
- Loss of opportunity to serve in examinations
- Damage to professional reputation
- Any other matter relating to PROCTAD or the System
Government Liability Limitations
As a government agency, our liability is further limited by:
- Principles of sovereign immunity
- Limitations under the State Liability Law (Act No. 3083)
- The doctrine of non-suability of the State
- Other applicable laws governing government liability in the Philippines

Indemnification
You agree to defend, indemnify, and hold harmless the Civil Service Commission, CSC Regional Office VIII, its officers, directors, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, costs, or expenses (including reasonable attorneys' fees) arising out of or related to:
Your PROCTAD Membership
Any actions or omissions related to your service as a PROCTAD member or participation in examination administration.
Your Use of the System
Any use or misuse of the PROCTAD System, including violations of these Terms or security breaches.
Your Content and Information
Any content you submit, false information provided, or falsified documents.
Violations of Law or Rights
Your violation of any law, regulation, civil service rule, or rights of third parties.
Breach of Duties
Your breach of any provision of these Terms, PROCTAD policies, or examination administration protocols.
Confidentiality Breaches
Your unauthorized disclosure of confidential information, examination content, or personal data.
Examination Security Violations
Any compromise of examination security or integrity resulting from your actions.
Professional Misconduct
Any unprofessional conduct, negligence, or wrongdoing during your PROCTAD service.
Defense and Settlement
We reserve the right to assume the exclusive defense and control of any matter subject to indemnification by you, in which case you agree to cooperate fully with our defense of such claim. You may not settle any claim subject to this indemnification without our prior written consent.
Governing Law and Jurisdiction
Applicable Law
These Terms, your PROCTAD membership, and your use of the System shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.
Jurisdiction and Venue
You agree that:
- Any legal action or proceeding arising out of or relating to these Terms, PROCTAD membership, or the System shall be instituted exclusively in the appropriate courts of the Philippines
- You submit to the personal jurisdiction of such courts
- You waive any objection to venue in such courts
- Venue shall be in Tacloban City or Palo, Leyte, as appropriate
Applicable Laws and Regulations
Your PROCTAD membership and use of the System are subject to:
- Republic Act No. 10173 (Data Privacy Act of 2012): Governs collection and processing of personal data
- Republic Act No. 8792 (E-Commerce Act of 2000): Governs electronic transactions and communications
- Executive Order No. 292 (Administrative Code of 1987): Governs civil service rules and regulations
- Republic Act No. 7041: Act Strengthening the Civil Service Commission
- Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act): Prohibits corrupt practices by public officials
- Republic Act No. 6713 (Code of Conduct and Ethical Standards): Sets ethical standards for public officials and employees
- CSC Resolution No. 91-1631 and related resolutions: Govern PROCTAD accreditation and examination administration
- Other applicable Philippine laws, CSC memoranda, circulars, and regulations
Administrative Proceedings
Disciplinary matters and administrative cases related to PROCTAD membership shall be governed by civil service rules and procedures, including:
- CSC rules on administrative discipline
- Due process requirements
- Appeals procedures under civil service law
Dispute Resolution
Before resorting to formal legal proceedings, we encourage you to:
- Contact your Field Office Admin or Field Director for operational issues
- Contact the PROCTAD Super Admin (ESD) for system-related concerns
- Contact CSC RO VIII Management for policy or membership issues
We are committed to resolving disputes fairly, efficiently, and in accordance with civil service principles.
Severability and Other Provisions
Severability
If any provision of these Terms is found to be invalid, illegal, or unenforceable by a court of competent jurisdiction:
- The invalidity of that provision shall not affect the validity of the remaining provisions
- Such provision shall be reformed to the minimum extent necessary to make it valid and enforceable
- The remaining provisions shall continue in full force and effect
Waiver
No waiver of any term or condition of these Terms shall be deemed a further or continuing waiver of such term or condition or any other term or condition. Our failure to assert any right or provision under these Terms shall not constitute a waiver of such right or provision.
Assignment
You may not assign, transfer, or delegate these Terms or your PROCTAD membership without our prior written consent. We may assign these Terms or our rights and obligations hereunder without restriction.
Entire Agreement
These Terms of Service, together with our Privacy Policy and any other legal notices, policies, or agreements published by us regarding PROCTAD, constitute the entire agreement between you and CSC RO VIII regarding your PROCTAD membership and use of the System.
These Terms supersede and replace any prior agreements, understandings, or representations regarding PROCTAD or the System, whether written or oral.

Modifications to Terms
Right to Modify
We reserve the right to modify, update, or replace these Terms at any time at our sole discretion. Changes may be necessary due to:
- Legal or regulatory requirements
- Changes in PROCTAD policies or examination procedures
- Changes in System features, functionality, or integrations
- Security or operational considerations
- Improvements to clarity, user protection, or operational efficiency
- CSC directives or policy changes
Notification of Changes
How We'll Notify You:
- Material Changes: We will provide at least 30 days' advance notice via email to your registered email address and prominent notice when you log in to the System
- Minor Changes: We will update the "Last updated" date at the top of this page and post a notice in the System
- Legal or Security Changes: Changes required by law or for immediate security concerns may be implemented immediately with subsequent notification
- Field Office Notifications: Field Office Admins will be notified to inform members of significant changes
Your Acceptance of Changes
By continuing your PROCTAD membership or using the System after changes become effective, you accept and agree to be bound by the modified Terms.
If you do not agree to the new Terms, you must resign from PROCTAD, stop using the System, and notify CSC RO VIII of your resignation.
We encourage you to review these Terms periodically to stay informed of any updates that may affect your rights and responsibilities as a PROCTAD member.

BY APPLYING FOR PROCTAD MEMBERSHIP, SUBMITTING ACCREDITATION DOCUMENTS, ACCESSING THE PROCTAD SYSTEM, OR PARTICIPATING IN EXAMINATION ADMINISTRATION, YOU ACKNOWLEDGE THAT:
- You have read and fully understood these Terms of Service
- You agree to be bound by these Terms and all PROCTAD policies
- You meet all eligibility requirements for PROCTAD membership
- You will comply with all applicable laws, regulations, and civil service rules
- You have reviewed and accept our Privacy Policy
- You understand your duties, responsibilities, and obligations as a PROCTAD member
- You agree to maintain the highest standards of integrity, professionalism, and examination security
- You acknowledge that violations may result in disqualification and legal consequences
